About the event


Transport is fundamental to economic growth and the delivery of basic services, and low-volume roads are the principal form of connectivity in the rural parts of most low-income countries. People require access to reach basic services and all kinds of economic and social opportunities, yet an estimated 1 billion live farther than 2 kilometers from an all-weather road.

Isolated communities are often left behind in development. The challenge is to achieve sustainable access at justifiable cost and promote the availability of reliable and affordable means of transport in rural areas.

Managed by Cardno Emerging Markets (UK) Ltd. and funded by the U.K. Foreign, Commonwealth & Development Office, the Research for Community Access Partnership, or ReCAP, aims to strengthen the evidence base on more cost-effective and reliable low-volume road and transport services, thereby influencing policy and practice. During this webinar, a panel of experts involved in the program will share lessons learned from the past six years of ReCAP’s work.

Dr. Annabel Bradbury

Dr. Annabel Bradbury is the Business Unit Manager at Cardno Emerging Markets, and is the Deputy Team Leader for Transport Services in the FCDO funded Research for Community Access Partnership (ReCAP) programme. Annabel has been managing technical research projects for over 20 years, and specialises in socio-economic development in the transport sector. She has a PhD on the Relationship between transport, mobility, sustainable livelihoods and social capital for poverty reduction and is a Fellow of the Chartered Institution of Highways and Transportation (CIHT). Annabel has managed several high-value and high profile regional projects on various topics including Motorcycle safety and regulation in Africa, Gender mainstreaming in rural transport, the Interaction between improved rural infrastructure access and rural transport service provision in Africa and Asia, and First mile access to improve the value chain for small-scale farmers.

Joseph Haule

ReCAP Team Leader

Joseph O. Haule is a Transport Economist with 33 years postgraduate experience in the road sector with emphasis on policy, planning, institutional reform, road management and financing. Currently, Joseph is the Team Leader of ReCAP being funded by the UK Government through FCDO to advise and undertake research on delivery of safe and sustainable access to rural communities in Africa. He is also the Chairman of the Roads Fund Board in Tanzania since 2016, after retiring from the public sector. Prior to becoming the Chair of the Roads Fund, Joseph was the first CEO of the Roads Fund Board in Tanzania since 2000 when it was established. He is furthermore affiliated to reputable international institutions including the International Road Federation (IRF), the World Roads Association (PIARC) and the African Road Maintenance Funds Association (ARMFA).

Nkululeko Leta

ReCAP Deputy Team Leader and Infrastructure Research Manager

Nkululeko Leta is an experienced infrastructure team lead with more than 25 years of experience as a Road/Infrastructure Engineer. He is a strong professional with a MSc in Highway Engineering focused in Transportation and Highway Engineering. He is a registered member of the Zimbabwe Institution of Engineers (ZIE), Engineering Council of Zimbabwe (ECZ), Engineering Council of South Africa (ECSA), and South African Institution of Civil Engineering (SAICE). Nkululeko is currently employed by Cardno Emerging Markets as Deputy Team Leader - Infrastructure Research for the FCDO-funded Research for Community Access Partnership (ReCAP) and responsible for infrastructure research projects. Responsibilities include identification, formulation and management of research projects, working with national governments and roads authorities as well as other partner organisations.

Dave Runganaikaloo

Dave Runganaikaloo is the Head of Implementation and a member of the Global Operations Team at Cardno Emerging Markets. He is also Director on key technical assistance projects for Cardno, including the Research for Community Access Partnership (ReCAP). Dave has over 20 years of experience with delivering large and complex international development programmes across Africa, Asia and the Caribbean. He has managed multidisciplinary and multinational technical assistance teams in the areas of private sector development, export development, HIV and AIDS support services, fund/grants management, livelihoods and poverty reduction, gender-based violence, human rights/development, rural access/transport, and institutional capacity building.

Caroline Visser

ReCAP Knowledge & Communications Manager

Caroline Visser is responsible for knowledge and communications management for ReCAP since 2014. This entails among others the storage, refinement, dissemination and sharing of ReCAP research outputs through effective processes, strategies and systems. Caroline has worked in the roads sector for over 20 years, nationally and internationally. Previously, she worked with the International Road Federation (IRF) where she was deputy Director General and where she coordinated the road financing, Public Private Partnership and Intelligent Transport Systems (ITS) activities, advocacy and working committees. Caroline has worked for the Dutch and French national road administrations. She holds a Master’s degree in public policy and management, with a specialisation in infrastructure networks, from Twente University, the Netherlands.

Mark Harvey

Head of Profession
FCDO
Mark is one of thirteen Heads of Profession (HoPS) at FCDO, as it evolves from DFID. The HoPs provide professional leadership on development issues in their areas of expertise, in an inter-disciplinary way. Mark has worked for FCDO for one week (!), DFID and, before that, the UK’s ODA since 1991. He graduated as a Civil Engineer in 1980 at the University of Leeds, worked for consulting engineer firms in Zambia, the UAE and the UK primarily in the water sector. After completing a MSc in 1991 at WEDC, Loughborough University he has worked on the UK’s country development programmes in India, Southern Africa, Nepal, Ethiopia, Afghanistan (twice) and Vietnam with occasional periods at headquarters in London. Postings have increasingly taken him to fragile and conflict affected states, in line with DFID’s focus over the past decade. The future in FCDO presents interesting opportunities.
