Following the “migrant crisis” in 2015, the European Union embarked on a controversial experiment — diverting billions of development aid toward tackling “the root causes of migration,” in a bid to stem the flow of people arriving without documentation. Now, the U.S. is engaging in similar efforts focused on those entering the country via the southern border with Mexico. But does this approach work? Can aid be used to deter migration, and at what cost?

Teresa Welsh is a Senior Reporter at Devex. She has reported from more than 10 countries and is currently based in Washington, D.C. Her coverage focuses on Latin America; U.S. foreign assistance policy; fragile states; food systems and nutrition; and refugees and migration. Prior to joining Devex, Teresa worked at McClatchy's Washington Bureau and covered foreign affairs for U.S. News and World Report. She was a reporter in Colombia, where she previously lived teaching English. Teresa earned bachelor of arts degrees in journalism and Latin American studies from the University of Wisconsin.

Sarah Blodgett Bermeo

Dr. Sarah Bermeo is a political economist, associate professor of public policy and political science in the Sanford School at Duke University and director of graduate studies for the Master of International Development Policy (MIDP) program housed in the Duke Center for International Development. Her research lies at the intersection of international relations and development, with a particular focus on foreign aid, international migration, trade agreements and global public goods. Her work has appeared in International Organization, Journal of Politics, and World Development. Dr. Bermeo’s book, Targeted Development: Industrialized Country Strategy in a Globalizing World (Oxford University Press, 2018) demonstrates that the desire to limit negative spillovers associated with underdevelopment leads industrialized states to allocate foreign aid, trade agreements, and climate finance across developing countries in a development-oriented, but also self-interested, manner. She is a contributor to the Brookings Institution Future Development blog and her commentary on foreign aid and on migration from Central America has appeared in numerous U.S. and international news outlets. Dr. Bermeo holds a Ph.D. in Politics from Princeton University (2008), M.P.A. from the Princeton School of Public and International Affairs (2001), and B.A. (magna cum laude) from the University of Rochester (1997).

Camille Le Coz

Camille Le Coz is a Policy Analyst with MPI and MPI Europe, primarily working on EU migration issues. Her research areas include EU policies on asylum, resettlement, legal migration, and integration.

Ms. Le Coz came to MPI Europe from Altai Consulting, a research and consulting organization, where she was a Project Director responsible for the migration practice. She was based in Kenya and Afghanistan, where she managed various research projects for institutions such as the European Union, the UN High Commissioner for Refugees, and the International Organization for Migration. At Altai, she researched trafficking and smuggling, protection issues along migratory routes, as well as return and reintegration projects. She has conducted fieldwork in countries including Senegal, The Gambia, Niger, Libya, Morocco, Ethiopia, Djibouti, Somalia, Kenya, and Afghanistan.

She holds a dual master’s degree in international relations from Sciences Po Paris and the London School of Economics. She also holds a bachelor’s degree from Sciences Po Paris.

Sunita Grote leads the Ventures team within UNICEF’s Office of Innovation and co-founded its Venture Fund. UNICEF Ventures explores how emerging frontier technology can accelerate results for the most marginalized children, including through investments in open source solutions from emerging markets. She steers UNICEF's co-leadership of the Digital Public Goods Alliance, a network of partners who collectively contribute to the discovery, development, and deployment of open source digital public goods. Sunita has a background in innovative financing and previously spent 10 years working in the global HIV and health response based mostly in the UK and in South Asia. She holds an MBA from INSEAD and lives in NYC with her partner and daughter.
