Following the “migrant crisis” in 2015, the European Union embarked on a controversial experiment — diverting billions of development aid toward tackling “the root causes of migration,” in a bid to stem the flow of people arriving without documentation. Now, the U.S. is engaging in similar efforts focused on those entering the country via the southern border with Mexico. But does this approach work? Can aid be used to deter migration, and at what cost?
