Event Overview

On September 25, 2019, Devex, UBS Optimus Foundation and UNICEF will host an engaging event that will evaluate the current landscape of development financing and, specifically, take a deep dive into outcomes-based funding mechanisms — a new generation of public-private partnerships that provides opportunities to attract new private capital to the SDGs and accelerate impact. We'll examine current collaborations and experiences already in process and evaluate the potential to transition from pilots to scale.

The discussion will reflect on successes, learnings, challenges, and ways forward with the aim of increasing awareness of outcomes-based financing for the Sustainable Development Goals and actions needed to scale and accelerate impact across the globe.

Mara Airoldi

Director, The Government Outcomes Lab at the Blavatnik School of Government

Mara Airoldi is Director of the Government Outcomes Lab at the Blavatnik School of Government. She is an Economist and a Decision Analyst by background with degrees from Bocconi University in Milan and the London School of Economics and Political Science. Mara Airoldi's research is motivated by a desire to improve decision making in government, with a special interest and extensive expertise in the field of healthcare. Mara Airoldi is one of the lead developers of the STAR toolkit, a socio-technical approach sponsored by the Health Foundation to improve resource allocation in healthcare organizations.

Phyllis Costanza

Head UBS Philanthropy & CEO, UBS Optimus Foundation

Phyllis was appointed CEO of the UBS Optimus Foundation in 2011. Phyllis has been instrumental in reshaping the Foundation's strategy and introducing innovative financing vehicles, like the first Development Impact Bond in Education. Prior to UBS, she was a senior executive and Board Member of the Children's Investment Fund Foundation (CIFF). She also has more than a decade of experience as a management consultant, and has worked in the public sector as the Manhattan Representative for New York State Governor Mario Cuomo, advising on policy and politics in Manhattan. In addition to her role as CEO of the UBS Optimus Foundation, Phyllis is also a member of the Boards of both the Power of Nutrition and the Micronutrient Initiative. She holds a Master's in Public Policy from Harvard University's John F. Kennedy School of Government.

Yves Daccord

Director General, ICRC

Yves Daccord holds a B.A. in political science. A former journalist, he joined the ICRC in 1992 and worked in Israel and the occupied and autonomous territories, Sudan, Yemen, the northern Caucasus and Georgia. He returned to the ICRC's headquarters in 1997 to take up the post of deputy head of the division for the promotion of international humanitarian law. In 1998, he was appointed head of the communication division and then director of communication in 2002, a post he held until his appointment as director-general in 2010.

Charlotte Petri Gornitzka

Deputy Executive Director, Partnerships, UNICEF

Charlotte Petri Gornitzka took up her role as Assistant Secretary-General and UNICEF Deputy Executive Director, Partnerships, on 15 October 2018. Ms. Gornitzka, who served as the Chair of the Development Assistance Committee at the Organisation for Economic Co-operation and Development (OECD) prior to her appointment, brings to the position 20 years of experience in international development. She has successfully built innovative partnerships with leaders from civil society, national governments and the private sector to deliver programme results and influence critical policy changes.

Amel Karboul

CEO, The Education Outcomes Fund for Africa and the Middle East

Amel Karboul is a challenge oriented, accomplished executive with over 22 years’ experience collaborating with global corporate, non profit and governmental senior leaders to realize strategic, effective transformational change within communities and organizations. She is known for dynamic presence, innovative, open and straight-forward approach, decisiveness, ability to grasp the “big picture” rapidly, as well as a solid understanding of nuances to be leveraged for major producitivity and financial returns. Influential style refined by working with wide range of people from many cultures, industries and disciplines, including internationally-leading organizations.

Adva Saldinger

Associate Editor and Senior Reporter, Devex

Adva Saldinger is an Associate Editor at Devex, where she covers the intersection of business and international development, as well as U.S. foreign aid policy. From partnerships to trade and social entrepreneurship to impact investing, Adva explores the role the private sector and private capital play in development. A journalist with more than 10 years of experience, she has worked at several newspapers in the U.S. and lived in both Ghana and South Africa.

Caroline Norton Vance

Director, Sustainable Investments, DWS

Ms. Vance is a Director within the Sustainable Investments group of DWS, Deutsche Bank’s asset management firm, which has a mandate to develop private debt and equity strategies with social and environmental outcomes. Since joining the firm in 2008, Ms. Vance has focused on managing and originating developing-world assets for microfinance and social investment funds. She is currently responsible for management of a social enterprise debt strategy, for frontier market enterprises operating in the fields of financial inclusion, health, and energy. Ms. Vance previously worked in the investment banking division of Lehman Brothers, in its Global Natural Resources group and its Business Planning and Technology group. She has an MA in International Affairs from the George Washington University and a BA from Williams College, and she is a term member of the Council on Foreign Relations.
