Earlier this year, USAID Administrator Mark Green unveiled one of the most significant restructuring efforts in the institution’s history.

The reorganization plan involves a number of changes — including new high-level positions, the consolidation of agency offices and functions and a new approach to budgeting.

On June 28, James Richardson, leader of the agency's Transformation Task Team, joins Devex to give our audience an inside — and early — look at what’s to come.

James Richardson
Transformation Task Team (T3) Coordinator, USAID

Currently serving as a Senior Advisor at the United States Agency for International Development (USAID) and Coordinator of USAID’s Transformation Task Team, Jim Richardson comes to the role with 18 years of government and the private sector experience.  In his role, he is responsible for Transformation efforts at USAID and is deeply engaged in leading the State Department’s Redesign efforts.

Prior to joining the Trump Administration, Jim was Chief of Staff for then-Congressman Mike Pompeo (KS-04)—overseeing Pompeo’s offices in Washington, DC and in Wichita, Kansas, as well as the campaign organization.  Throughout Jim’s years in Washington, he has spearheaded numerous complex operations and developed an extensive background in public policy and the legislative process.

Prior to leading Congressman Pompeo’s staff, Jim worked with the House Defense Appropriations Subcommittee for Congressman Todd Tiahrt (KS-04), the House Armed Services Committee for Congressman Jim Ryun (KS-02), and the Senate Foreign Relations Committee for Senator John Ashcroft (R-MO).  He started his government career with Christopher “Kit” Bond (R-MO).  In addition to his direct Capitol Hill experience, Jim was a Senior Associate for Collins & Company, where he specialized in legislative strategy and federal government appropriations for universities and nonprofit organizations.

Jim Richardson holds a Bachelors of Science degree in Government from Evangel University and a Master of Science in Defense and Strategic Studies from Missouri State University.  He is also a graduate of the United States Air Force Air Command and Staff College (ACSC).

Michael Igoe is a Senior Reporter with Devex, based in Washington, D.C. He covers U.S. foreign aid, global health, climate change, and development finance. Prior to joining Devex, Michael researched water management and climate change adaptation in post-Soviet Central Asia, where he also wrote for EurasiaNet. Michael earned his bachelor's degree from Bowdoin College, where he majored in Russian, and his master’s degree from the University of Montana, where he studied international conservation and development.
