Kay Parplies
Head of Unit, European Commission

Kay Parplies is the Head of Unit Investment and Innovative Financing at DG DEVCO. Prior to joining DG DEVCO, he acted as a head of unit in charge of coordination with the European Investment Bank Group, the European Bank for Reconstruction and Development and International Finance Institutions at the Commission’s DG for economic and financial affairs. As a member of the chief economist unit at the Commission’s DG for Trade, Mr. Parplies covered trade relations with emerging market economies, trade in services and trade defense instruments. His experience also extends to DG Competition with Merger Policy and Scrutiny. In a similar vein, as a case officer in the Merger Task Force (MTF), he worked on Phase II merger investigations in a range of industries, including financial services, consumer goods, air transport, engineering products and medical equipment.

Maria Shaw Barragan

Director, European Investment Bank

Maria Shaw-Barragan is the Director of the Department in the European Investment Bank (EIB) that handles the lending operations in Africa, Caribbean and Pacific, Asia and Latin America. 
Maria joined the EIB in 1997 and has had a number of responsibilities, including as Head of the Strategy Division of the EIB until June 2016. In this role her aim was to maximize the impact of the EIB, in a sustainable manner, to deliver on the Bank’s mission to make a significant contribution to the future of Europe, its partners and its citizens by promoting economic and social cohesion in the EU and beyond. In this position, Maria was directly involved in the design of the Investment Plan for Europe (IPE) and the European Fund for Strategic Investments (EFSI). Previously, Maria was heading the Division in charge of restructuring, new products and equity investments in the Legal Department of EIB.

Raquel Alcega leads Devex's development data team, which tracks and analyzes the funding, programs and activities of financial institutions, philanthropic organizations and corporations that operate at the intersection of business and global development. Prior to joining Devex's Barcelona office, she worked in business development in Washington, D.C., and as a researcher in Russia and Mexico.

Vince Chadwick is Devex's Brussels correspondent. After graduating from the University of Melbourne with degrees in arts and law, he joined The Age newspaper in 2011. Two years later he moved to Brussels, reporting on crime, the arts and public policy from around Europe. Between 2015 and 2017, he was a reporter and editor at POLITICO Europe.
